About Operation Topcat
Every Cat Deserves a Chance
Operation Topcat NC is a volunteer-run, foster-based, 501(c)(3) nonprofit organization dedicated to improving the lives of homeless cats throughout eastern North Carolina. Founded in 1995 by a small group of compassionate Topsail Island residents, Operation Topcat began with a simple mission: help stray and feral cats through humane, responsible care. Nearly three decades later, that mission continues through rescue, foster care, adoption, Trap-Neuter-Vaccinate-Return (TNVR), and community education.

Cats and kittens are placed into foster homes where they receive medical care, socialization, and lots of love before being matched with carefully chosen forever families.
Every adoptable Operation Topcat cat is:

Spayed or neutered

Tested for FeLV and FIV

Vaccinated

Microchipped
-
Treated for fleas and worms
For community cats that are not socialized enough for adoption, we use the humane Trap-Neuter-Vaccinate-Return (TNVR) approach.
Cats are humanely trapped, spayed or neutered, vaccinated, ear-tipped for identification, and returned to the outdoor colony they call home, where dedicated volunteers continue to provide food and shelter. TNVR helps stabilize colony populations while improving the health and quality of life for the cats.
We work alongside caregivers and community members to promote responsible pet ownership, encourage spaying and neutering, and provide guidance for managing community cat colonies in a humane and compassionate way.
A Foster-Based Rescue
Operation Topcat does not operate a physical shelter. Every cat we rescue is cared for in a loving foster home where they receive individualized attention, medical care, and the opportunity to let their unique personalities shine before finding their forever family. Because we rely entirely on foster homes, every new foster allows us to save another life.
Our Service Area
Operation Topcat assists cats and caregivers throughout Topsail, Sneads Ferry, Holly Ridge, Hampstead, Jacksonville, Richlands, and many surrounding communities.
If you're caring for a community cat colony and need assistance with TNVR, we'd love to help whenever foster space, volunteer availability, and funding allow. We ask that colony caregivers continue providing food and ongoing care after the cats are returned.
